DefExpo 2020

The first one is regarding the Indigenous made Light Utility Helicopter designed and developed by HAL getting its Initial Operational Clearance and open for production. The Indian Army is in desperate need for Light Utility Helicopter which is a vital requirement for soldiers posted at the world’s highest battlefield on the inhospitable Siachen Glacier of Himalayas. Currently the Indian Army is depending on its vintage helicopters fleet of Cheetah/Chetak and they have lived way beyond the threshold by more than 12-15 years. These copters were purchased from France and inducted into the Indian Army over 40 years ago in 1971. There is a need for more than 600 helicopters for the armed forces. The HAL Light Utility Helicopter (LUH) is a single-engine light helicopter designed and developed by Rotary Wing Research and Design Center of Hindustan Aeronautics Limited (HAL) of India for civilian and military use. This chopper has a max speed of 250 km/hr and Cruise speed of 235 km/hr with a range of 350 kms. Three prototypes have been built and cumulatively completed over 550 flights under various terrains and climatic conditions like cold weather, hot weather, sea-level and high altitude complying to stringent certification and user requirements. As mentioned, the HAL Light Utility Helicopter received the Initial Operational Clearance (IOC) on 7 February 2020. The point to note is that HAL is also simultaneously working to manufacture 200 Kamov 226 helicopter in collaboration with Russian Helicopters. Coming to second update which is regarding another great achievement by an Indian Firm. The JSR Dynamics has come up with indigenous 180 km strike range air to ground missile named Khagantak and the same has been displayed in DefExpo 2020. The Khagantak missile is a guide weapon with excellent aerodynamic performance and a seeker in the front which has got artificial intelligence to recognise targets. This missile is a air launch variant which when released from 12 kms can travel upto a range of 180 kms. One of the variant can carry a warhead of 72 kg and the other one can carry a warhead of 146 kg. We need to see if Gov approves further production of this missile and helps in being inducted. The third update is regarding India's Bharat Dynamics Limited (BDL) unveiling a model of a new, third generation anti-tank guided missile (ATGM) at the Defexpo 2020 defence exhibition in Lucknow. Designated as 'Amogha-III', the new man-portable, 'fire-and-forget' missile has a conventional cylindrical body with eight mid-body foldable fins, and four relatively larger aft fins, for flight stabilisation. The Amogha-III has a comparatively simple configuration featuring a Bharat Dynamics developed smokeless, signature free, dual-thrust solid rocket motor with thrust vector control (TVC). and a dual mode - imaging infrared (IIR) and electro-optical (EO) - seeker assembly for terminal homing. The missile is fired in lock-on-before launch (LOBL) mode, and can engage targets by using either top or direct attack mode. The Amogha-III ATGM houses an anti-armour tandem warhead, which is claimed to be able to penetrate in excess of 650 mm beyond Explosive Reactive Armour (ERA). The weight class of the warhead has not been disclosed. The complete missile system features an Amogha-III missile and a tripod, and a command launch unit (CLU) with remote operation capability.

Sitharaman interacts with traders in Chennai, says economy is 'robust'

Finance Minister Nirmala Sitharaman on Saturday said that the economy is at its "robust-level" and asserted the Foreign Direct Investment (FDI) in the country is at an all-time high.

She made the comments while interacting with industry traders in Chennai at an event titled 'Jan Jan ka Budget'.

"Economy is at its robust level and macroeconomics is at its best. The fundamentals are strong. The foreign exchange reserves and FDI investments are at their maximum level," she said.

Sitharaman also said that there is also a plan by Centre to increase the interaction of banking officials.

"Officials of Ministry to reach put to MSME entrepreneurs at the field level," she added.

Talking about the issue of sanctioning loans, the Finance Minister said, "If the banks are denying loans without reason to the MSMEs they are welcome to send their complaints by mail to a special centre which is to be announced shortly. A copy of the same should be sent to the bank manager."

Sitharaman exuded confidence that "India will get back to 8 per cent growth" and said the government is making efforts to "pursue the goals".

Notably, the year 2019 was a difficult year for the global economy with the world output growth estimated to grow at its slowest pace of 2.9 per cent since the global financial crisis of 2009, declining from a subdued 3.6 per cent in 2018 and 3.8 per cent in 2017.

Uncertainties, although declining, are still elevated due to the protectionist tendencies of China and the United States, and rising US-Iran geopolitical tensions.

Amid a weak environment for global manufacturing, trade and demand, the Indian economy slowed down with GDP growth moderating to 4.8 per cent in the first half of 2019-20, lower than 6.2 per cent in the second half of 2018-19.

We're working on the FRDI Bill, but not sure of the timeline to table it: FM

  • The FRDI Bill seeks to offer a bail-in clause to banks, which many fear will be detrimental to depositors
  • Changes in laws governing cooperative banks don't affect the power of the cooperatives, said Nirmala Sitharaman

Mumbai: Finance and Corporate Affairs Minister Nirmala Sitharaman on Friday said that the Central government is clear about its commitment towards infrastructure investment.

"Our commitment towards infrastructure investment is very clearly laid out," said Sitharaman while addressing media persons here.

Earlier, she had said the Central government is pursuing disinvestment to inject greater transparency and discipline in loss-making public sector companies.

At the same time, funds raised by privatising state-owned firms will be used for creating and upgrading infrastructure across the country, which will stimulate consumer demand and create long-term assets.

Sitharaman said the listing of companies on stock exchanges disciplines a company, provides access to financial markets and unlocks its value.

It also gives an opportunity for retail investors to participate in the wealth so created, she said while addressing industry leaders at a post-Budget interaction organised by the Ministry of Finance. "Changes in laws governing cooperative banks don't affect the power of the cooperatives," said Sitharaman

The finance ministry is working on the contentious Financial Resolution and Deposit Insurance (FRDI) Bill but not sure when it will be tabled in the house, Sitharaman said.

The comments assume importance given the massive five-fold hike in deposit insurance and the recent changes in the insolvency laws that included insolvency solutions for financial institutions.

"We are working on the FRDI Bill; but not sure when it can get through the House," the minister said.

She also welcomed the liquidity measures announced by the RBI for retail customers in general and for MSMEs and realty players in particular at the sixth monetary policy review on Thursday.

The FRDI Bill seeks to offer a bail-in clause to banks, which many fear will be detrimental to depositors.

The budget has increased by five-folds the deposit insurance to 5 lakh.

Govt intends to have a simplified income tax regime: Sitharaman

  • The Finance Minister further said that the central government was seeking ways to decriminalise the tax laws in the country
  • Budget 2020 has introduced more tax slabs and offers higher limits provided the taxpayer is ready to forego all the existing exemptions and deductions
Finance Minister Nirmala sitharaman on Friday said the government is looking to simplify the income tax regime.

"We are coming up with steps to simplify the tax regime. We have shown our intent to move towards a simplified tax regime and corporate tax simplification and reduction is a move towards that. The taxpayer charter (as announced in the Budget) is based on trust that should be there between the taxation regime and taxpayers," she said at a media conference in Mumbai on Budget 2020-21 after interactions with industry, academia and policy makers.

The Finance Minister further said that the central government was seeking ways to decriminalise the tax laws in the country.

"We wish to decriminalise laws, we started it off with Companies Act earlier and now we are also looking at the Income Tax Act, in this regard. We want to make it so that for civil offences the punishment is not for criminal offences," Sitharaman said at a press conference in Mumbai on Friday.

She added that a similar press conference will be held in Chennai tomorrow, followed by one in Kolkata on Sunday.

The budget 2020-21 has introduced more tax slabs and offers higher limits provided the taxpayer is ready to forego all the existing exemptions and deductions including home loan interest, other tax savings investments.

The finance ministry expects at least 80 per cent of the taxpayers to move to the new income tax regime, Revenue Secretary Ajay Bhushan Pandey said on Friday.

PM Modi targets Oppn for misguiding & misinforming people on citizenship law

PM Modi in Rajya Sabha

Prime Minister Narendra Modi on Thursday targeted the Opposition parties on their attempt to “misguide and misinform” the nation on the new citizenship law.

Replying to the debate in Rajya Sabha on a motion thanking the President for his address to the joint sitting of both houses of Parliament, he quoted statements made by Ram Manohar Lohia and Lal Bahadur Shastri on supporting minorities facing persecution in Pakistan.

“Is it ok to misguide and misinform the nation? Can anybody be a part of a campaign that does the same? The path being taken on CAA by many Opposition parties is unfortunate,” he said.

PM Modi said the Kerala chief minister had warned about extremists being involved in anti-citizenship law protests in the state but Left party members were supporting similar protests in the national capital.

He said there was an attempt to cover undemocratic activity under the garb of protests against the law. He went on to say that no one is going to get political benefit out of the protests.

He made the statements on protests against the new law, which seeks to grant citizenship to illegal immigrants of all faiths, except Muslims, from Pakistan, Bangladesh and Afghanistan who have come to India by December 31, 2014.

Instead of scaring people on the law, right information needs to be provided, he said.

It also looks at the verticals of vocational education by including teacher education and the research and innovation.

The early child care and education have been sought to be integrated within the Ministry of Education (a changed name has been suggested for the Ministry of Human Resource and Development - MHRD).

The policy also tries to focus on certain foundational skills that children should have in the proposed new structure of 5+3+3+4.

The first stage of five years (for children of 3-8 years of age) i.e. foundational stage looks at discovery learning and learning by play. The foundational literacy and numeracy skills is a mission mode approach under it that includes National Tutors’ Program, remedial instructional aid programmes etc. It considers nutrition as very critical for strengthening the levels of 3-8 years of children.

The next stage is Preparatory Stage for the children in the age group of 8 to 11 years (grades 3 to 5) followed by the Middle Stage (grades 6 to 8) for the students in the age group of 11-14 years and the Secondary Stage (Grades 9-12) for students in the age group of 14-18 years.

For school education, governance level changes have also been suggested. A State regulatory authority has been suggested for regulating education in the country. The body will decide the accreditation of different schools. The government will continue to fund and operate education in the country.

Main takeaways for higher education:
Restructuring of the higher education system into Tier 1, Tier 2 and Tier 3.
Tier 1 includes research universities focusing equally on research and teaching, Tier 2 includes teaching universities focusing primarily on teaching; and Tier 3 includes colleges focusing only on teaching at undergraduate levels. All such institutions will gradually move towards full autonomy - academic, administrative, and financial. The idea is to spread ‘research culture’ at the undergraduate level.

The policy also talks about National Scholarship Fund to financially support students for higher education.

Promotion of classical and regional languages have been emphasised upon.

The policy also proposes to increase the class of compulsory education up to grade 12 (age-18).
The Right of Children to Free and Compulsory Education Act or Right to Education Act - RTE, 2009 (represents Article 21-A of the Indian Constitution) made education, a fundamental right of every child between the ages of 6 and 14.

The policy aims to achieve a fully literate society where all adults are literates by 2030 or so.

Controversy Over the Three Language Formula

The government has removed the ‘three language formula’ from the draft policy. The three-language formula, dating back to 1968, means students in Hindi-speaking states should learn a modern Indian language, apart from Hindi and English and, in non-Hindi-speaking states, Hindi along with the regional language and English.

The intention behind the formula was for the symbiotic relationship between the languages. One can see a clear partition of languages between the Southern states and the Northern states.
The Kothari Commission in 1964 also advocated that students from the north should study one language from the south and students from southern states should learn the northern languages including Hindi.

In the South, especially in Tamil Nadu, there was agitation on the imposition of Hindi.

Factors Considered while Framing the Policy

The National Policy on Education, 1986 which was modified in 1992, required changes to meet the contemporary and futuristic demands of India.

The policy looks at education in a continuum. The journey of learning for a child is not segmented. The new structure proposed in the policy is from the perspective of curricular and pedagogical reasons, not from the point of infrastructure as there may be schools offering education up to only class 3.

At the age of 3, 4 and 5, there is a great potential for the development of mind as well as creative aspects in a child. Proper nutrition is necessary for the same.

Many sectors of education or touching upon education being outside the periphery of the Ministry of Human and Resource Development (MHRD).

As India is at a lower position in the research index, the development of research culture among the students has been taken into consideration.

The Government of India, playing multiple roles i.e. funding, producing, assessing and regulating education in the country

Issues in the Draft Policy

There is less consensus on the integration of foundational learning with schooling. In Europe, compulsory education only begins at the age of 6. In certain countries like Denmark, Germany and Finland, compulsory education begins at the age of 7.

There needs to be a discussion on whether literacy and numeracy skills should be developed during the time of foundational learning.

In the draft policy, there is no mention of how the State regulatory body will regulate the government institutions.

A constitutional amendment is required to change the limits for compulsory schooling in the country. Also, increasing the limit on higher side i.e. up to the age of 18 is not consistent with the limits across the world. Also, it is a very expensive proposition.

There is not enough capacity in the country to provide for teachers’ education. Also, M.Ed has been given less importance under the policy. The focus has been more on B.Ed.

Way Forward

Education is a concurrent list subject. Apart from a consensus between the centre and the states, all the other stakeholders including institutions, public and academicians should also be consulted.
Natal and prenatal studies should also be included in the country’s education system to ensure awareness about the issues related to mother and infants, considering the high MMR and IMR in the country.

There should be a course of Masters of Teacher Education. Also, there is a need to build good teacher training institutions.

The education policy should maintain a symbiotic relationship between the different regions of the country through the study of different languages.

The quality of education provided in the country shall be such that it not only delivers basic literacy and numeracy but also creates an analytical environment in the country.

There is specificity and clarity in the policy. With a few changes, it can be implemented well. The policy aims to bring out a paradigm shift in the field of education by empowering children, teachers and educational institutions.

CAA "No Threat To Muslims", Population Register "Essential": Rajinikanth

"How will Muslims who chose to stay back in India following Partition be sent out of the country?" Rajinikanth said.

The Citizenship (Amendment) Act or CAA is no threat to Muslims and if they face trouble, "I will be the first person to raise voice for them", superstar Rajinikanth today, making his stand clear on the law that has triggered protests across the country. He also termed the National Population Register "essential".
"The CAA is no threat to Muslims. If they face trouble, I will be the first person to raise voice for them," Rajinikanth said.

"How will Muslims who chose to stay back in India following Partition be sent out of the country?" he added.

Rajinikanth, whose political debut has been anticipated for some time and is expected before the Tamil Nadu election next year, urged students to hold protests only after analysing the subjects and discussing with their professors.

"The government has assured that Indian people will have no issues in respect of CAA. Some political parties are instigating people against CAA for their selfish interests," Rajinikanth said.

In December, Rajinikanth had expressed concern over violence in various parts of the country over the citizenship law, saying violence and rioting cannot be a way to find solution to any issue.

"Violence and rioting should not become a way to find solution for any issue. I request the people of India to stay united and vigilant keeping in mind the nation's security and welfare," he had tweeted.

Vice President M Venkaiah Naidu today called for mandatory inclusion of skilling initiatives at school level saying “schooling and skilling must go together”.
Addressing the gathering after inaugurating Residential Skilling Center of Deshpande Foundation in Hubbali today, he said that not enough attention was paid in the past to skilling in the education system and called for revisiting the education policy to make it compulsory for imparting skills to school students.
There was a need to introduce vocational education in the curriculum to create an ecosystem that produces skilled manpower, he observed.
M Venkaiah Naidu said that the New Education Policy must address both skilling and scaling and added that it was the duty of the Government of India and all the States to ensure that school children were imparted skills in all spheres.
The Vice President also wanted augmenting of the skills relevant to the needs of rural India and agriculture as part of the initiatives to make agriculture viable and profitable. He also stressed the need for promoting rain water harvesting in a big way.
Observing that agriculture needed a multi-pronged approach from providing infrastructure to ensuring access to market for agricultural commodities, the Vice President asserted that freebies and loan waivers were not going solve the problems faced by farmers and permanent solutions were needed.
Expressing his confidence that the Indian economy would bounce back if the reforms were continued at the same pace, M Venkaiah Naidu appealed to the industry and the corporate sector to join hands with the Universities and academic institutions for strengthening R & D and preparing youngsters to adapt to 21st century requirements.
Calling for creating an ecosystem for innovation and entrepreneurship to thrive, M Venkaiah Naidu also urged the youth to make good use of initiatives like Skill India and acquire knowledge and skills relating to new technologies, including artificial intelligence and machine learning.
Describing India as a very diverse country in terms of geography, language, religion and income, the Vice President stressed the need for inclusive and equitable growth. “It was imperative that all sections of the society are benefited by the skill development programmes”, he added.
M Venkaiah Naidu said that with 65% of our population below 35 years of age, India was a young nation and has the unique opportunity to serve as a global human resource hub. This vast human resource pool would drive the expansion of the knowledge-based economy, he added.
Stressing the need to create pull factors to attract workers for skill training, the Vice President said that presently the employer does not distinguish whether an employee has picked up skills on the job or has acquired them through formal courses. He urged the government and industry to change this by giving preference to workers with formal skill certification during the recruitment process.
To further incentivise skill training, M Venkaiah Naidu suggested to compulsorily include a minimum percentage of certified skilled workers in every manpower intensive project tendered by the government.
The Vice President also wanted the skill development institutions and their faculty to sensitize trainees on the importance of protecting environment. “Our path for development should be environmentally sustainable”, he said.
Programmes like Swachh Bharat, Fit India, Skill India and Digital India should become people’s movements to transform the nation and accelerate the progress. He urged the people to voluntarily participate in such programmes.
The Vice President appreciated institutions such as the Deshpande Foundation for imparting skills for the rural youth and appealed to private sector and philanthropists to accord priority to skill training.
He also advised the youth to play an active and constructive role in nation-building and adopt a positive attitude. Observing that there was no place for violence in a democracy, the Vice President said that the ballot was more powerful than a bullet.
Pralhad Joshi, Union Minister of Parliamentary Affairs,Coal and Mines, Jagadish Shettar, Minister of Large & Medium Scale Industries and Public Enterprises, Govt. of Karnataka, Basavaraj Bommai, Minister for Home Affairs andCooperation, Govt. of Karnataka, Dr. Gururaj Desh Deshpande, Founder, Deshpande Foundation and Dr. Jaishree Deshpande, Co-founder, Deshpande Foundation were among the dignitaries who graced the occasion.

Budget 2020: FM Sitharaman recites Kashmiri poem

Finance Minister Nirmala Sitharaman recited a Kashmiri poem during her Budget speech
The verse referred to Kahmir's Shalimar Bagh and Dal Lake

Finance Minister Nirmala Sitharaman today recited a Kashmiri verse during her Budget 2020 presentation in the Parliament. The short verse paraphrases to talk about the nation "blooming like a lotus in Dal lake". It referred to Shalimar Bagh and Dal Lake in Kashmir.

Through this verse, the finance minister conveyed that the budget solely focussed on its "pyara watan" (beloved nation). After quoting the verse in Kashmiri, Sitharaman went on to translate it in Hindi:

"Humara watan khilte hue Shalimar bagh jaise, humara watan Dal Lake mein khilte hue kamal jaisa, nau jawanon ke garam khoon jaisa, mera watan tera watan, humara watan, duniya ka sabse pyara watan," the finance Minister quoted from the the poem by Pandit Dinanath Kaul.

This roughly translates in English as:

"Our nation is like a blossoming garden, like the blooming lotus on Dal Lake, like the warm blood of the youth. My nation, your nation, the world's most loved nation."

At the start of her Budget speech, the finance minister said that the three major themes of the Budget are aspirational India, a caring society and economic development for all.
